OVERVIEW OF POSITION:
Serves as the primary liaison between the organization and other organizations in the mental health continuum
(e.g., hospital, community case management, practitioners, community homes, etc.). Establishes community
linkages and partnerships. Oversees operations and provide clinical support to the Behavioral Health team. Works
with the CCO to establish overall direction and strategic initiatives for the organization’s Behavioral Health
Services.

Salary Range: $126k/yr - $150k/yr

Responsibilities

ESSENTIAL FUNCTIONS:
Builds, sustains and oversees the Behavioral Health Services department. Provides clinical expertise, oversight, initiative, leadership and programmatic consultation to department.
 Directs the day-to-day operations of the program and implements programmatic and administrative policies
and procedures to attain program goals and objectives.
 Works as part of a comprehensive community mental health team and to represent the organization in the
community.
 Oversees quality assurance and auditing of the programs and services delivered including program content,
customer satisfaction, clinical care, documentation, and outcome measurement.
 Coordinates the development of training, resources, and linkages and offers to both internal and community
partners.
 Collaborates with team members to ensure coordination between cross functional services and
clinical/administrative activities of impact.
 Ensures all federal, state, local regulatory requirements are met and all behavioral health operations are in
compliance with clinical guidelines, licensure and contractual regulations.
 Works with Leadership on the development and implementation of organizational strategy and objectives.
 Promotes health equity by increasing the accessibility of services to groups who have historically faced
barriers to service access.
 Performs other duties as assigned

Qualifications

EDUCATION:
 Master’s Degree or higher in Psychology, Social Work, or directly related field.
 Doctoral degree from an accredited college or university with emphasis in psychology, organizational
business management or behavioral analysis, preferred.
 Licensed Psychologist/Psychiarist in the State of California.

 

EXPERIENCE:
 5+ Years of experience in the field of behavioral health.

 

KNOWLEDGE, SKILLS, ABILITIES:

 Bilingual in Spanish preferred.
 Clinical expertise in crisis intervention, skill in working with the dual diagnosed (specifically developmental
disability and mental health) population, and with individuals undergoing acute episodes of psychiatric
distress; skill in diagnosis and assessment.
 Demonstrated ability to build effective business relationships and resolve conflicts.
 Demonstrated leadership, change management, team building, and time management skills.
 Ability to effectively develop, lead and manage staff and operational programs that strategically support the
business needs of the ESSC and provide quality services to its consumers.
 Excellent writing and verbal communication skills; well organized and attentive to details. Excellent advocacy
skills and ability to conduct program presentations.
 Excellent initiative and flexibility in handling varying demands of the job and strong interpersonal and
supervisory skills.
 Strong analytical, problem-solving and communication skills.
 Computer proficiency, especially Microsoft teams. 6. Demonstrate capacity to work with culturally diverse,
low-income populations.
 Strong interest and commitment to working in multi-cultural settings
 Able to obtain and maintain a criminal record/fingerprint clearance from the Department of Justice and
Federal Bureau of Investigation per Easterseals Southern California and/or program requirements.
 Ability to travel throughout Southern California with reliable transportation, maintain driving record in
compliance with Transportation Safety Standards; must have and maintain proper auto insurance and
vehicle registration.
 Ability to pass post-offer medical examination.
 Must pass all drug testing required by ESS
