Overview

Under general guidance, provides operational, managerial, and strategic direction for the payroll function. Leads continuous improvement projects to enhance employee experience and the department’s efficiency and effectiveness. Cultivates a strong, customer-focused environment with an emphasis on driving accurate and timely payroll results in compliance with applicable state, federal, and local regulations as well as ensuring adequate payroll controls.

Responsibilities

  • Oversees the organization’s payroll processing, reporting and compliance. Ensures payroll processes are in accordance with current policies and regulations, ensuring key controls are followed. Identifies ways to increase productivity and delivers the highest level of customer service. Creates and disseminates payroll-related employee communications.
  • Drives payroll systems optimization and other initiatives by recommending process improvements and creating opportunities for automation and reduction of manual processes. Key stakeholder in the implementation of payroll systems, of other systems which support payroll, and of systems which provide payroll related data.
  • Manages a team of payroll professionals, ensures resources and tools are in place to meet performance goals, sets clear expectations, evaluates staff performance and provides feedback, conducts annual performance reviews. Manages department expenses and budget.
  • Builds and fosters effective relationships with HR/Benefits, Finance, Accounting, Tax, and ESSC’s business segments on all payroll related matters. Works collaboratively with Human Resources and Benefits to ensure accurate and compliant deductions for all employee benefits. Works collaboratively with third parties and business segments to ensure accurate pay for all employees.
  • Serves as the internal subject matter expert on all payroll related matters. Remains current with professional and technical knowledge and advises leadership on payroll trends, technologies and best practices. Ensures compliance with federal, state, and local requirements. Develops action plans to address payroll audit controls and advises leadership on required actions.
  • Maintains payroll guidelines by writing and updating relevant policies and procedures. Implements changes in workflow processes and provides relevant training to payroll associates. 
  • Performs other duties as assigned.

Qualifications

  • Typically requires a Bachelor’s Degree in Finance or similar field and 10 years’ relevant experience -OR- any combination of education, training or experience that demonstrates the ability to perform the duties of the position.
  • Excellent leaderships skills and 7-10 years’ progressive experience directly managing payroll professionals.
  • CPP Certification is required.
  • Strong knowledge and experience with HRIS/Payroll software applications (e.g. UltiPro, Time & Attendance Systems).
  • Proficiency with MS Office Applications (Word, Outlook, PowerPoint, Skype). Intermediate to advanced Excel skills are required.
  • Demonstrated knowledge of all applicable Federal, State and Local payroll laws and regulations.
  • Must possess strategic agility and demonstrated success with implementing and managing change. Strong analytical skills are required.
  • Ability to communicate effectively through oral and written skills with all levels of staff. Ability to maintain customer service focus and professionalism when interacting with individuals both internal and external to the organization.
  • Proven ability to work effectively in a team environment with associates. Capability of effective planning and priority setting.
  • Ability to maintain confidentiality and exercise a high level of discretion in handling confidential and/or sensitive situations and documentation.
  • Ability to build and maintain strong relationships with associates and business leaders.
  • Ability to obtain and maintain a criminal record/fingerprint clearance from the Department of Justice and Federal Bureau of Investigation per Easterseals Southern California and/or program requirements.
